Exchange Meeting on China’s Climate Change Legislation between CCAN representatives and Officials from Climate Change Department of NDRC.
On the afternoon of October 24th, CCAN representatives presented their ideas and recommendations for China's climate change legislation to several officials from the Climate Change Department of China's National Development and Reform Commission. During the meeting, several representatives expressed their suggestions for the climate change legislation reflecting different aspects such as energy efficiency, carbon markets, renewable energy, adaptation to climate change, forest carbon sinks, education and public participation.
After the presentations of the NGO experts, Mr. Ma Aimin, the division director of NDRC's Climate Change Department said that suggestions proposed by NGOs are inspiring for the government's work on drafting the law. At the same time he pointed out that many aspects regarding the legislation should be further studied such as the relationship between the climate change law and other existing laws relating to climate change. and the access to implementation for those commonly accepted principles. Besides, he stressed the next step for the government's work will focus on drafting the legislation framework and encouraged further discussions and exchanges with NGOs in the future.
Deputy Director of Climate Change Department, Mr. Sun Zhen remarked that they were glad to cooperate with NGOs and quite willing to make the legislation process transparent. In addition, he introduced the progress of NDRC's work in other aspects so far, such as the progress of national climate change planning and adaptation strategies, the low carbon pilot situations under the "Five Provinces and Eight Cities" programme, energy efficiency and greenhouse gas emissions control as well as the guidance for local government's work on climate change. However, Mr. Sun Zhen pointed out that legislative proposals of NGOs contained little study on the definition of legal status about GHG and CCS issues and hoped for further discussions and exchanges.
Ms. Li Liyan, the deputy division director of Climate Change Department of NDRC, and Ms. Tian Danyu also attended the meeting.
